Capacity Building in the field of higher education

This activity supports projects aimed at supporting the modernization, accessibility and internationalization of higher education in partner countries (support for cooperation with neighboring EU partner countries, as well as with Armenia, Azerbaijan, Belarus, Georgia, Moldova, Ukraine, Algeria, Egypt, Israel, Jordan, Lebanon Albania, Bosnia and Herzegovina, Kosovo, Montenegro, Serbia and Russia). Participants from these countries may, as part of the Capacity Building activities, use funding for mobility such as study trips, internships, training sessions and training sessions.


The event supports the creation of 2 types of projects - Joint Projects and Structural Projects.

For Joint Projects, it is a prerequisite for the elaboration of study plans, the modernization of public administration, the management and functioning of universities, and the strengthening of the relationship of higher education institutions with the broader economic sphere.

Structural projects are aimed at modernizing policies, managing the higher education systems, strengthening the relationships between the higher education systems and the broader economic sphere.


The Program Guide defines the composition of the Partner Consortium.


The same number of institutions from program and partner countries must be involved in the project. Program countries must be at least three. Each participating country is required to involve at least one of higher education institution. Each partner country is required to attend two higher education institution.


The projects are funded for 2 or 3 years.


Financial support for grants:

  • The Joint Projects can receive financial support of up to €500 000

  • The Structural Projects can receive financial support of up to €1 000 000

  • Funding is based on unit costs. Costs are intended for employee financing, travel and subsistence, equipment and subcontracts

Grant applications are submitted to the Education, Audiovisual and Culture Executive Agency in Brussels (EACEA).
